When opening the engine cover, the screws (and their anchor) ripped out of the upholstery/wood. I have looked at it further and do not believe there is a lot of rot going on. Just an older boat and the hydraulic lift pressure, really seemed to rip these suckers out. Anyway, my question is, has any come up with a good fix, without having to replace the wood/backing?

The old anchor/epoxy that ripped out (and is still attached to the screw) does not seem like it was that great to begin with. Wondering if I can drill into the wood again and set a larger epoxy base to tap into.

You could try exposing that area and patching with epoxy and putting in new anchors, but as rusty as the old anchors are, I have to wonder if the wood in that area is still good.

I'd put a long strip of aluminum stock or something so that it extends a few inches on either side of the hinge. Screw the stock to the wood in a virgin section of the cover on each end, and drill/screw the hinges to the stock.

Great solution, love it. Thank you!
