Engine doesn't give full power unless I press the tilt button

Its wierd, I have a 97 EFI Mercury 200 hp that I just had to change the trigger coil on. However,for some reason, when I accelerate the engine surges (like it gives power than lets off repeatedly) until I press the trim button, when I hold the trim button either up or down the engine gets full power...any ideas?

Bad ground?

I can't find any broken or disconnected grounds...any special way of finding these?
