Possible you have some restrictions (possible dried fuel) in the idle passageways inside the carbs. Not an uncommon problem, esp if the engine was not used for long periods of time. Disassembly and complete cleaning with a special carb cleaner will probably cure the problem. Make sure you remove all the jets and visually check them. Also-check your idle rpm. A low idle will also cause this problem. Should idle between 650 and 750 rpm, when in gear-with the boat floating normally in the water.
