so im thinking of a way to reduce the motor noise from outside the boat. the "doghouse" engine cover seems to have lost its insulation underneath. would the spray foam insulation work to help reduce the noise of the running motor? or any other cheap noise reduction options?

Don't forget about flamability and the fumes released in a fire.

I would say a layer of insulation and then some thin plywood to protect the insulation.

My experience with spray foam (although not on boats) is that it is a ridged or hard foam when it sets. hard foam may insulate heat but it will transfer noise instead of absorb it.

Lowes sells 1'thick foam insulation that has a aluminum vapor barrier on it.You could use some liquid nails to attach this to the inside of the dog house.
