Engine Runs good in neutral but not in gear?

I Have a 1992 4.3 mercruiser. When i put the boat in neutral it revs up fine with no problems.It has a good smooth idle. When i put the motor in gear and get going down the lake it won't exceed 3400 rpms with the throttle all the way down. It seems to chug a little. Just curious where to start?

gas?
carb?
plugs?
plug wires?
cap and rotor?

Have you gone up to the Adults only sticky at the top of this forum and downloaded an OEM service manual for your engine and drive? If not, you better do so.
