engine will not rev in Neutral

I have an 87 OMC 5.0 that has been kind of recently rebuilt. The engine ws swapped with a rebuild (about 4 years ago) and now only has about 40 hours, however I just started the boat for the first time in 2 years. The lower unit has also just been rebuilt and has no hours on it. It took a little bit of coaxing to get the engine running, but once it started there was someting completely backwards. The engine seems to be idling slightly low, but will not rev in neutral. However when I put it in gear it revs up and sounds absolutely beautiful. Now this is only in the driveway with earmuffs on. All of the linkages on the carb seem to be moving exactly the same whether it is in or out of gear, but when in neutral it just gasps and then at full throttle eventually dies. Again in gear it accelerates great, unless I completely gun it then I get a little stall and slight backfire at first, but still revs OK .

Long story short why wont it rev in neutral. (last time I ran the boat I didnt have this problem. Is this a throttle linkage maybe? Help please.

It sounds like the ESA is somehow activating when you "gun" it in "neutral". By the way, you really shouldn't do that in neutral or otherwise. (I hope the drive is NOT up/out)

I would carefully look at the shift actuator (#37 below) and see if it is moving or is not centered when you're in neutral.

It sounds to me like there is something "stuck" or not engaging in your control. I would start there.

Thank you all to the replies thus far. I will check the points and condensor, and also check the shift actuator. I will post what I find.
