Engine will not stay running when in idle.

I have a 69 johnson 40 horse electromatic with a remote start. I just cleaned the carb by soaking it overnight and pushing a piece of wire through the ports and putting a new carb kit in it. I replaced the fuel line on the tank side where the primer bulb is, cause I could'nt get it to hold a prime. that fixed the prime problem. I also checked the diaphram to see if it was cracked but it looked good. It runs well once you give it enough throttle to keep it running. Once I get it warmed up it will stay running if I have the fast idle turned up. When you first try to start it, even with the idle turned up it does not want to stay running . I pretty much have to advance the throttle to get it started and keep it running. I have messed with adjusting the carb. I started out lightly seating the valve and backing it out a turn and a half but no luck. I talked to a marine machanic and he told me to back it out only 3/4 of a turn but still that has'nt helped. Any advice I can get to help me get it running right, would be appreciated. This is the model # 40ES 70A

1 1/2 turns out from lightly seated is the proper static setting, you will have to fine tune it in the water.
When you overhauled the carb, did you remove the core plug on top of the carb and clean the passages in there?
What are the compression numbers?
Have you got a nice blue spark on both plug wires, will it jump a 1/4" air gap?
Spark plugs proper and in good shape?
