The engine will crank (start, run, fire) for a few seconds and then will cut off. Was told the carb needed to soak in cleaner. Did that, but no results. If the carb supplies enough gas to crank it, how does it not continue to provide gas to run.

New fuel line
New float needle
Adjusted air control 1 1/4 turns out from lightly seated
New gas
Compression a little low @120, should be between 130-150
New plugs, good fire
New fuel pump diaphragm

What is your idle RPM? should be around 1000~1100 RPM in neutral. When it cuts off, will it re-start again without doing anything like priming the bulb? Does it cuts off also even with the cowling off?

Sometimes you can tear a diaphram during installation. Try pumping the squeeze bulb while starting and see if you can keep it running. If so that's it.
