got a new starter for my boat (volvo penta 4.3Gl)
when I'm trying to start it turns over really slow, I thought it may be the battery so I connected it up to my car it still turned over really slowly...

I was tryin to start it the other day but the last starter was knackered could the engine be flooded and this causing it to turn over slowly.

Being flooded usually refers to too much gas. If you mean water in the cylinders than yes that could cause it to turn over slow.

Need more info as far as year of motor.

But the basics, check for water in the oil. Take the spark plugs out and see if it turns over quicker then. Well it will, but see if it still seems slow. You may see something like water shooting out of the cylinders which would of course be very bad. But try it and see.
