Your probably either flooding it or the carb needs cleaning.

I've had 2-strokes where a small amount of gas comes out. I don't think its an issue since it doesn't leak after its started.
Your problem is probably a gummed up carb. Where I live I can let my 2-strokes sit all winter and they will run fine when I go to use them in the spring.

My 2005 Suzuki 6hp 4-stroke sat a few months and ran like crap when I went to use it. I had to clean the carb 2X to get it to run right. Soaking it for a day in paint thinner for oil based paints cured the problem.
I recently cleaned my squeaky bait casting reel in the paint thinner and it now works great.
I would stay away from acetone since that stuff isn't oily like the paint thinner I have.

The needle valve inside of your carb is stuck open. The excess fuel from the float is being forced out of the fuel vent. Try draining the float bowl and try starting the motor again. If that doesn't work it's time to remove the carb and do a complete cleaning.

If you do not know how to remove and clean the carb, run a strong mixture of Sea Foam mixture in the gas. It does a good job of cleaning and may help. I have, in the past, drain the bowl on the carn, removed the fuel line that comes off the pump in the back and filled the w/straight Sea Foam /Deep Creep (same but spray) and let it soak. Just start the motor enough to get the Sea Foam moving and shut down and let it soak for an hour or so.
