Engine Won't Start

I'm fairly new to the boating world. Since I'm newer and have an older boat with a likewise older engine, this is my first season bringing it out of winterization. Everything is set to go, and I can't get the engine to turn over.
Battery? Check. Charged and enough cranking power.
Fluids? Topped off.
Gas? Full Tank. Even put some in the carb trying to help.
Engine in neutral? Of course.
Spark plugs? Just replaced last year, still going to double check them, but likely not.

She turns and turns, but just can't get her to fire over.

ANY SUGGESTIONS?

Turn over means it turns over (i.e. the starter spins the engine). Runs/fires is different!

Check for spark, check for fuel. If it turns over, it's one or both of those not being delivered, or delivered wrong.

We need to know what you have for any helpful informtion. Like what engine, what drive, what year, Complete model numbers and serial numbers are most helpful.

does whatever boat/engine you have have a stop switch lanyard?
