Engine wont turn over when i turn key on

I have a 83 bayliner capri with an aq125a motor. I put a new ignition swith in it replaced the battery cleaned all connections and when i turn the key over it will not do anything. I took a screw driver and jumped the starter and the benndix kicked in but didn't engage the flywheel to turn the motor. I have done everything that i know to do. This is me and my familys first boat and i really need help.
