enigine loosing power

On two occasions our 85hp evinrude motor drops from 40 knots to 15-20, the first time this happend, the power returned after about ten minutes. do u think this is a smal carb problem or fuel line/filter?

What year is it? Later models have a built in safety that causes the engine to go in "safe" mode when they start to overheat.
