Envinrude 2hp runs poorly

Its about an 1981 Evinrude 2 hp. It does not seem to be producing full power, seems to be running rough. Doesn't idle down to a proper speed and even when its warmed up and it stalls, you have to pull choke out to restart it. It seems to be going through a lot of fuel as well, but not leaking it.Whn it runs out of fuel, just for the last seconds it runs, it produces a lot more power as it leans out. I've played with the mixture screws on carb., but its not making much of a difference. I had the carb all apart, but it looks fine to me. Carb is damp on the outdside though, not dripping fuel, but is damp. Do they make carb rebuild kits for these things? Is there another area I should be looking at? My friend mentioned something about reed plates. any ideas here, don't really wanna pay a boat mechanic to fix it up, would prefer to do the work myself. Thanks for any help.

There's really not much to go astray with these little poppers when they are running right. Since it idles a bit rough and the rpm's take off as it runs out of fuel, I'll bet a carb rebuild will do wonders. You may have a sticking float or internal boss gasket leaking. Carb kits come with all replacement parts, but you have to install them in a clean carb body to see the benifits. Just because you didn't see any varnish deposits, doesn't mean it's clean. When you get a kit, soak the carb body, after removing all plastic parts etc in carb cleaner. Be sure to remove the idle adjustment needle valve/s too . Blow out all passages with compressed air. The cleaner the carb body is when you start to re-assemble the carb, the better it will run.<br />Take pics and /or take good notes. A manual will show the exploded view of the carb and all of it's parts too. Initially , lightly screw in the idle mixture screw until it seats and then back it out 1 1/2 turns, this should get the motor started. Make final mixture adjustments for a smooth idle. <br /><br />If the motor is not sneezing or spitting fuel out of the carb throat, it's unlikely you have bad reeds. Do a compresion test, post the results. What do the plugs look like??
