Merc 1500 1974

Was running great. I had just put in a new distributor cap, rotor and trigger. I took it in to have it timed and told them to check the carbs as well. He said the timming was a little off down low and way off up WOT. He also said he adjusted the carbs for a better hole shot.
I took it to the lake and it would only get up to 2k rpms @ WOT except for one time. After a while of running it at 2k rpm @ WOT it got up to 5K rpms but that was it ( used to go higher). Then it died. Cleaned out the carbs and jets (just with carb cleaner... no break down and rebuild) and it seemed to be better but still was not close to good.
The bulb would not stay hard through all of this. Pumping it would help sometimes and sometimes not. It runs great when out of water with no load at all.
All of the fuel fittings in the engine look fine.(no cracks or anything.)
I would try the deep creep but it was running fine before I took it in.
