Whoopbass has a good suggestion. If your little outboard has compression and spark, it will run a couple of sections with a small amount of fuel

il mix squirted into the carb throat.
If it does, then it's time to work on getting it to run with the carburetor and fuel tank. If it doesn't fire with the squirt of fuel, try a new spark plug. If it still doesn't fire, find a new outboard. Those are not worth spending any real money on.
First, the fuel

il ratio is, I believe, 24:1. Use oil designed for chainsaws and mix up a gallon.
Those little Eskas are quite particular about the starting procedure.
1. Open the fuel valve under the gas tank.
2. Pull the choke knob out all the way.
3. Set the throttle lever to Start. Some will require that it be set beyond Start and nearer Fast.
4. Pull recoil starter rope until the engine fires. It will probably fire and die.
5. Once it fires once, push the choke halfway in (there is a stop at that point) and pull rope until it runs.
6. Fiddle with the choke until it will run with the choke all the way in. This can take a minute or two.
You should have the lower unit in a bucket or barrel of water, immersed up over the bulge above the plate that's over the propellor. The engine is air-cooled, but the exhaust is water-cooled.
Now, if the above procedure produces no results, but the engine will fire when you squirt some fuel in the carburetor, you'll need to clean the carburetor and install a carburetor kit.
