Ahoy, What.

First, do you have the correct fuel mix? It should be 16:1 using chainsaw or weedwhacker oil and unleaded regular. Do not use outboard oil and do not use a 50:1 mix.

Next, does it have the built-in fuel tank? Is the ventilator on the fuel tank cap open to allow air into the tank to replace the fuel? Is the valve to allow fuel into the carb fully open?

The engine is acting like it is starving for fuel. Does it behave differently when warmed up?

You may have a gummed carburetor. Take it apart and thoroughly clean it, being sure all tiny passages and jets are clear. Eska used many Tecumseh engines, so you may be able to get a carb kit at a lawnmower/chainsaw shop. Take the carb with you.

Good luck. :)
