evenrude lighttwin

Hi Guys put a kit in my carb but will still keeep flooding will only run if I turn the gas off will run till it runs out of gas also have a stripped thread on the top plug new head ? any advice gratefully recieved Toadster

float needle valve stuck or not seated, in carb. helicoil for plug. or find another head.
