Evinrude 115 HP/1970 Steering Control ?

It is a model 115083D. There is a "horn" coming out from the center/front of the housing with one hole. Looks like this is for a cable steering setup. How big a problem is it to convert this to the one cable steering system. I have the wheel and cable in the boat but there is no "tube" to put the cable head through.

Not difficult to do. You need a new steering system and since you said you did not have a steering tube you could use a bracket
