Evinrude 140 Won't turn off!!

Hey guys, this is my first time posting on here. I'm looking for help with my 91' Evinrude 140 outboard. Guess I'll start from the beginning. Bought it used and took it out on the water a few times. Fired up and ran alright except the first time I went to turn it off with the key switch it didn't do anything. Continued that way for the rest of the times I've used it. Had to use the fuel shut off in order the kill the engine. Pretty annoying but it worked. Fourth time out I burned out my Regulator/Rectifier so I've replaced that with a new one hoping this might solve the problem. It didn't. I turned it over but again wouldn't shut off via key switch and she was running pretty rough. I've done some electrical investigation and found it was a problem with my power pack too! I just replaced that and went to fire it up and she wouldn't even turn over. I don't have an emergency stop lanyard for the thing. I never needed one before the power pack but I guess now I do? Also noticed I don't have a Port temp switch. How important is that? Another thing is how oily the water is in my barrel after running it for a few min. Could this be some cylinders not firing or maybe way to much oil being injected? I'm pretty new to boating so any advice would be hugely appreciated. Thanks.

Won't turn over or won't run? There's a big difference.
