Evinrude 15 hp 2 STROKE bog

I have a 1992 evinrude 15 hp 2 STROKE VERY LOW HOURS . It bogs when you open the throttle quickly. It will bog and then rev up quickly. If you pull the CHOKE closed at the same time that you twist the throttle there is no bog at all. I went through the carb 2 times and replaced the SEALS and blew everything out with compressed air ( the carb was in good shape before the cleaning). I tried many different settings for the idle mixture KNOB but none helped. COMPRESSION IS dead even at 125 PSI PER CYLINDER. SPARK PLUGS are new. FUEL PUMP is new. I know the plastic carb tops can crack sometimes but this one appears fine. Anyone have a clue how to remedy this? I am open to all suggestions. Thanks

Sounds like a fuel delivery problem. Did you remove the Welsh Plugs and clean the areas covered by them out?

Might check to be sure you have the correct cover gasket installed (17) — check the configuration in the diagram. Carb kits come with two or three different ones. Make sure the nozzle assembly is correct (2), incl. gaskets 6 and 8. The tube (4 ) and orifice (23) need to be clear.

If the motor isn’t responsive to changes in needle settings, something is wrong.

Reed valves behind carb may not be sealing 100%. My ‘85 15hp does the same thing.. idles fine and strong WOT, but bogs when taking off from idle unless choke is bumped quickly. I first cleaned carb with no improvement, then swapped in a known/good carb..same thing. Checked for air leaks with carb cleaner around carb and carb base/reed plate when it bogs.. no leak detected. I’m positive that swapping out reeds will solve. Since access to reed plate requires powerhead removal, I’ll order the reed plate gaskets and new reed ‘leaf’ valves and swap ‘em out after fall fishing, which will come quickly in Mn. 🥶
All that said.. check jimmbo and oldboats suggestions ^ first to rule out possible issue w/your plastic-topped carb.

Check the roller and arm off of the carb. The link and sync also needs to be verified.The 92 model is nor real sensitive to the needle.

According to a database file here, having the bogging problem cease to exist when you pull the choke lever out indicates (usually) a slightly clogged, fouled, gummed, high speed jet. Find it, clean it with a piece of single strand steel wire.

Recleaned the carb paying close attention to everything. There are no Welch plugs on this model carb (that I can find) I confirmed correct cover gasket and no leaks found. Kind of stumped here. I have another 15 hp carb I can try to see if any difference.

In the re-cleaning process, was the high speed jet cleaned as I mentioned?
