Evinrude 15hp 4 stroke (1998)

Ok, so I acquired a 1998 15hp Evinrude 15 hp motor that starts right up. Took it to the river house and tried to take the boy for a little trip. The tell tale was not pumping water out so I put it back on the trailer. I pulled the cowling off and ran it on the muffs. In the below schematic I found on another thread, part #27, which is mounted under carb, is where telltale comes from. I am getting water into it, just not coming out the other side. I tried cleaning it out and nothing. Anyone know what this doo-hickie is or what it does? There was a thread from a few years ago but looks like the question really wasn't answered. Water appears to be pumping fine from lower unit just not out the other side. Is this some type of temperature control thing and water only exits when the motor gets up to temperature? I ran the motor for a while on muffs and the exhaust water got luke-warm at best. Thanks.

????----Well Item # 27 is an accelerator pump.-------That would have nothing to do with the tell tale. -----Look at your motor again to find where the tell tale comes off.--------The fitting for the tell tale comes off the cylinder head.--------And if you have water in the accelerator pump you have some " fuel quality " issues !!!!

I followed the hose from the lower unit and it definitely goes into part #27 and exit to the tell tale. I should have taken a pic, but its a 3 hour drive. This was discussed here as well, but again wasn't really answered.

It looks like the body of the accelerator pump is water cooled for some reason.
