i have a few questions on my newly received motor im not to great with boat motors but im getting there
there is a nob on the front of the carburetor im assuming It would be to make it run less rich or more but im not sure does anyone know what it does
and also where can I get the gasket located in the picture its leaking a little bit when I press the primer bulb and doesn't want to run unless I choke it when its dying
would that cause it to run like that

You can get that filter gasket for the fuel pump from a number of sources. Check here on iBoats (might be part of a kit, but could be available singly.) In the meantime, you might try just reversing it -- maybe using a little gasket sealer (permatex is good, also oem sealer -- don't use RTV silicone sealant). Is the leak only at that gasket, or elsewhere at the pump? You might be due for a pump rebuild, of course -- but try getting that gasket to seal up first.

You are correct about the knob up at the top of the carburetor. It's your idle speed adjustment needle for the air/fuel mix. Starting setting is normally 1 1/2 turns counterclockwise from lightly seated -- engine should start ,and final adjustments are made after the engine has warmed up. (More to that story, but that's what the needle is.) Needle adjustment could be all that's needed to get your going.

18-7822 fuel pump kit iboats sells it for under 18 bucks. You can get the gasket by itself but it's 10.02 for a 2 pack. Not sure why iboats doesn't list a 1988 28 hp other sites do. Maybe grab a model number to ensure accuracy before ordering because all the years around it lists a diff. gasket set.
