Got aonther one of these as it was a good deal to back up my other one. I charged battery. cleaned battery terminals and starter ground and terminals and checked that fuse near the back or the powerhead, the one with the extra fuse on the other end. Any simple stuff I'm missing? Want is a good way to check the started itself on this outboard ?

I.amm guessing its a 2 cyl jet. Do a compression test and spark test. To test the starter use jumper cables + to the wire and - to t he body.

Yes, Did that and the starter motor seems good. Used test light on the small terminals on the solenoid and they light, but the main power terminals at the top and bottom of the solenoid do not light? Power tilt and electric choke work. Hard to do a compression test if the starter does not work. That is the problem is that the starter will not work with the starter switch.

Well the main terminal has to light because the battery cable is connected directly to it. The small terminals should only light when the key is turned. Have you checked the neutral safery switch.

This Jet outboard has the start button on the tiller handle. And the choke button also, so no key. The small terminals lit but not the main big starter terminals. I will check the neutral safety switch.

Well, bust my britches,,,Thanks Scott...as that was the problem...( I won't go into my lack of common sense on this)...starts and have unbelievable compression of 150 psi....Were these high compression outboards?
