I need help on getting a 1964 evinrude 28 hp to idle. I believe it has the type 1 carb on it and i have rebuilt it recently. I have seated the high and low screws to where they should roughly be. I cant start the motor in idle on the throttle it has to be part way up. It starts to surge if i lower the throttle to much. If anyone can help me get a good mixture so i can have a low idle and not have to keep it reved up to keep it running i would really appriciate it. Thanks.
