I have Evinrude 40 that I'm trying to help a friend get running again, in exchange for allowing me to use it and the attached boat.

The engine ran last year, but the whole rig was sunk for a short period in fresh water. Supossidly it was run after the sinking. At this time it will not turn over at all when trying the key (no click or anything, although the choke does work). The engine is free and if the selinoid is jumped to a battery it will crank the starter. There is 12 v+ to the selinoid, and I've run a continuity check on most of the wires in the engine cable. When jumping the starter, there does not appear to be any spark.

This is an electric shift model, so I've wondered if the neutral interlock is fouled up. Model # 40872D (maybe a 0), SN E01217

Any ideas would be greatly appreaciated.
