Rangerracer , you sure the flaps you saw shut were throttle flaps and not choke flaps? Don't see anyway it could run wide out with flaps closed down.

100%positive i cant figure out how fuel was getting in there if the butterflys were all the way closed.

Sounds like you may have to remove carbs and check for stuck open needle valves.I would still think that engine wide open would only be momentary with air choked off through carb throats. Also, inspect carb base gaskets for seal.Does primer bulb get hard after priming?

Ranger.... Remove the flywheel and check the points. Make sure that they are set at .020 when the keyway on the crankshaft aligns with the fiber portion of the points (the fiber that runs against the cam lobe).

Check to make sure that the woodruff key is perfect and is not even the slightest bit worn. If that key is worn even a few thousands, it affects the timing. Also use only the proper key (OMC #307480) as anything else will give you a problem.

If the key has ever sheared, causing the c/shaft and flywheel tapers to be damaged, those tapers will require restoring to normal (or close to it). The flywheel nut must absolutely be torqued to 105 foot pounds.

While you have the flywheel off, check and make sure that the timer base armature plate (the plate the points are mounted on) moves freely, doesn't stick, isn't jammed, and that you can obtain full retarded spark advance.
