Evinrude 4906 4 HP Lightwin Starting Questions

Hello folks,
I got my hands on a relatively "new" 1969 4hp lightwin model 4906. The factory paint was never broken from where the original plugs enter the head! It was used at a local high school for demonstration purposes only. It has never seen the lake! I am in the process of cleaning/possibly rebuilding the carb. I had some troubles initially getting it to start. Eventually it fired up. I have a question about the upper valve ("speed") setting and the lower valve (rich/lean) setting for start-up and normal operation. Also, what is the proper fuel mixture? I have read many different threads...some say 50:1 others say 40:1.
I wish everyone could see this thing...I pulled the cover off of it, and it is in pristine condition, I could barely believe it. What a find! Thanks for any and all help.

If it were mine, I'd keep the oil a bit on the rich side with that motor. I've got a box of holed 4hp blocks that died due to running to lean on the oil. They only have one needle bearing with the rest being plain bearings and really need that little extra bit of oil. 40:1 is probably sufficient.
Somewhere here on the site is a very handy how-to on setting needle valves by Joe Reeves. If you can't find it, someone will be by to post the direct link.
Cleaning and gapping of the points would probably aid in starting. I am pretty sure by 1969 they had the good coils that don't crack with age so you should be alright there.
I would run, not walk, down to your local Evinrude dealer and invest in a new waterpump impeller as the original one, although never used, is junk.
