Evinrude 4HP ??? Help indentify

Hello i may buy this evinrude from a guy for $50 but he knows nothing about it. I believe its a 4HP. I dont see a lever on it for a throttle? Could it be missing? I also think thats its an always in drive engine. The engine turns over.Any information on this little evinrude would be appreciated. thanks john

Numbers on small plate on port transom bracket, or on small core plug on powerhead?

It might be a 68 or 67 three horse if it is a four it is 69 to a 72. The throttle lever is missing it is a direct drive engine you spin it around for reverse. The are a very simple engine to work on and they are very reliable and idle really nice for trolling.
