Evinrude 50 starting and running issues

1998 Evinrude 50 hp (e50tslecc)

First time I took the boat out this year it ran perfect. Before I took it out the second time while running on muffs it wouldn’t idle at a consistent rpm going up and down by around 500 rpm. I idled it up to about 2500 and quickly put it back in neutral and the rpms fell slower than usual. Having had these symptoms before I cleaned both carbs and when to the lake after testing it on muffs. While at the lake it fired right up and idled fine, as I left the ramp I noticed it was running rough at low rpm (in gear) and as I throttled up it bogged a bit until around 3000 rpm at which point it ran good as ever so I assumed I needed to adjust the mixture screws, however after messing with it all day on the lake (few minutes here and there) I couldn’t get it to run right. At the boat ramp I noticed oil in the water around the motor and it had a grey sludge coming out the lower unit. It has sense deteriorated to only starting for a few seconds if I spray fuel mix into the carburetors. So far I have rebuilt and thoroughly cleaned both carbs 4 times, kits came with new floats which I adjusted to spec, checked compression top cylinder 101 bottom 99, replaced spark plugs twice, bought new power pack and coil, tested spark with the light style tester, pulled and inspected reeds, checked all fuel lines all were good but I replaced some just because I had extra, new primer bulb, bypassed fuel cell in boat and ran it straight into a fuel can, at one point it would run on only the top cylinder so I flipped the carbs, problem did not follow the carburetor. Also checked the vro pump, spits plenty of fuel. One time it would run on the top cylinder sometimes it would throttle up slowly then die out. I am left thinking it must be a vacuum leak or the stator, one a lot of work the other a bit pricey, at least for not knowing if it is the culprit, my nerves are about shot with this thing any help would be appreciated, thanks.

Also the primer bulb pumps up hard as a rock and doesn’t get soft and carburetor bowls are full of fuel.

Compression numbers are too low.----First test with another gauge.-----

Iv been wondering about that, I usually hear 120-140 is good but I also read that 100 was right for that year. Haven’t found an official answer yet thanks.

My 2000 50hp Johnson runs 148psi on both cylinders. Basically the same engine.

Update, rebuilt powerhead with new rings pistons and gaskets, also got new crankcase as the old one had cracks, used 518 on the crankcase and torqued to spec, new stator, and stater base. Same problem, I'm lost at this point as there's nothing left to replace, the engine is more new than old at this point.
