Evinrude 55 1978 steering

I am not sure how to fix the steering of this Evinrude. It has been wire rope with pulleys without springs. In the figures it can be seen how the rope has been connected to the motor. The problem is that there is always too much slack which causes rope to jump out of the rear pulleys. I already have the springs, but I have no idea where to attach them as there is fairly narrow area in the transom to attach them. There is very tiny space to operate with the rear pulleys. and therefore, the springs cannot be mounted there. I know that there should be additional pulleys in the motor end, but I would appreciate if someone could give some advise in this problem. Cable steering could be one solution, but I don't know if the threads in the tilt tube match the threads in the modern cable systems.

The springs should be mounted on the sides of the boat. If theres no room you could come off the splash wells with a good backer board behind them. The cable comes off the spring to the motor then back through a pulley/ pulleys up the the helm.
Modem cable steering would be best and as long as the tilt tube is as clean inside as it looks in the photo it shouldn’t be a problem to add it.
There are also adapters that can be used if the tilt tube is not clear all the way through. But then you need to mount a fixed point for the steering cable to attach to.
