Evinrude 5524r water pump binding

Hey I'm working on a 5524r for someone and the water pump started binding causing the motor to seize. It seems to bind up when I tighten the water pump housing screws. Can anyone help me out with somewhere to look? It's an old motor so I dont want to spend a bunch of cash without knowing somewhere to start.

Did the pin fall out and is sitting under the impeller? Wrong impeller? Any lube used? Shaft corroded impeller wont seat all the way?

The shock absorber in the lower unit is broken or expanded.

I just removed the clutch and it measure 6 7/8 long. I'm not sure of the actual length is there any way to find this out or to repair it?
