Evinrude 9.9 issues

I recently purchased a aluminum fishing boat with an evinrude 9.9 motor. Model no. e10retm. It seemed to run good and bad, once in a while it sounded like it was missing. I was going at trolling speed or low rpm it would stall out sometimes would go for a while before stalling out. And would have to choke it to get it to fire back up. It has been setting for a few years. Is it the nature of the 2 stroke motor, needing to be in the higher rpms? They said they used to troll with it. Running an oil mixture of 50:1 like the manual says. The first trip out on the way back it fouled the plugs and wouldn't start. What should I look at? thanks

Clean the carb if has been sitting for.a.few yrs. Otherwise try opening the low.speed screw a 1/4 turn.

That is a 93 model.-----They run very , very nice.-----Should troll all day long.------Check compression.----Install a new water pump impeller.----Make sure you have a working thermostat in there.----If it sat with fuel in the carburetor for years then the carburetor needs to be cleaned.

One other question, is there any trick to winterizing them. Don't want to just throw it in storage to find out that some water was left in it.

Run gas out of the carburetor.-----Make sure no water has gotten into the gear case.----Hang on a rack or stand for the off season.
