Evinrude 9.9hp wot issue

So I just got my motor worked on. Evinrude 9.9hp I think its a 1990's ... New impeller, carb kit, and new follower is what i think its called. Starts good, idles good. But at wot, it just feels like its running at half speed. If I pull the choke about 1/4 it wil rev a lot more and run faster but still wont plane out like it used to.
Ideas?

The carburetor was just rebuilt by a shop. They are closed today. Any ideas?

When using the choke you are enriching the mixture and the motor appears to need that.----This points at issues in the carburetor , yes ?-----What other trouble shooting has been done.-----Your motor is not on my work bench and I can only suggest what to look at !!

I didn't troubleshoot it after getting it back from the shop. They cleaned and kitted the carb, replace the impeller, and replaced the cam follower. Could the cam follower need to be adjusted? I did just fire it up on a muff and it runs like a raped ape. Screaming. But on the lake it wont scream. It used to. The boat wasnt fully loaded either. The boat is a 12' klamath.
I did just figure out its a 1987. It has a factory 100:1 sticker on it, and I have ran it like that for 4 years without any problems. I just read on here that I should switch to 50:1 but I doubt that was the reason it wont rev high on the lake.
I tried adjusting the motor position while on the lake also.
Honesty, I don't know where to start troubleshooting.

You are wasting your time and risking motor damage with full throttle on muffs.----That simply means nothing as the motor will do that running on one cylinder !!!-----Do a compression test first.-----Then see if ignition system can jump a gap of 3/8" or better.----Report those results.---Running on 100:1 was a mistake.

I'm only human, I make mistakes and try to correct them. Dang factory sticker! I only reved once to see if it would. One quick question sir, is there such a thing as a weak fuel pump? Could that be a possibility? I pulled the fuel line off and cranked it over to see if it was pumping fuel during my first troubleshooting try... it pumped but my lack of experience only told me the needle valve was stuck closed. I dont know how much it should have pumped. My limited impression was that it didnt seem like a lot. But wth do I know... lol...

Fuel pumps are cheap and easy to inspect and repair, I would never buy a new one !!

spark jumped like 5/8 to 3/4 inch. Ya I got shocked through the wires. Does that mean anything or did you just have me do that to get shocked? hahah :)
no big deal, I've had a hot wire fence, and done plenty of residential "hot" electrical repairs.
maybe I did it wrong... I asked a buddy, and he pull the plug wire off and stick a screwdriver in there and look at how far it jumps.
Still awaiting the compression tester...

If I was well versed I would not be here looking for help. Is this forum for boat mechanics only?
The engines I worked on were turbines on army helicopters... I repaired my helicopters an then went on the test flights. I was a crewchief, and new my bird through and through, people would come ask me questions and I shared my experience with them....... I'm humble and dumb when it comes to pistons...and carbs...
Verse me please... Im not a jackass... just looking for some help on a forum

That doesn't mean much, they can't really test it at speed, so if it runs well at lower RPMs they may assume everything is fine. It can also get junk in it immediatly from the tank or fuel line.

Im thinking weak fuel pump or junk... but what do you think about those compression numbers?

The numbers are good.

If you squeeze the primer bulb while trying to run it at full throttle and it improves, then look at the pump, if nothing changes, look elsewhere.

I second this. It should eliminate the pump if you get no change. Sounds to me like a sticking needle valve but they could have also adjusted the tang/tab on the float wrong so that the needle is not allowed to drop down far enough to let in fuel fast enough.
