I have a 1983 70 horse evinrdue. I just cleaned the carbs as it has been sitting for a year or so and i dont think i have the float adjusted right i have to have the throttle atleast half way open for it to start and stay running if i throttle it down it stars sneezing and stalls out but if i open the throttle up to atleast half she starts right up. How do you adjust the float????

If you didn't already clean the high speed jets manually with a piece of single strand wire, do so.

(Carburetor Float Setting)
(J. Reeves)

With the carburetor body held upside down, the float being viewed from the side, adjust the float so that the free end of the float (the end opposite the hinge pin) is ever so slightly higher (just ever so slightly off level) than the other end. And when viewed from the end, make sure it is not cocked.

Sounds to me like you need to adjust the low speed idle out. Move all of them out a 1/4 turn till it stops sneezing.
