Evinrude cuts out when throttled

I have an evinrude 1988 150xp stl that is giving me some problems this season. I had no problems last year with the motor. What is does is sometimes when you throttle up to get on plane is there is just no power. The boat will not get on plane. I throttle back down an ease into in it will usually pick up and get on plane. Now this only happens occasionally. I checked the bulb and it feels ok. Here is what I have done. I drained one tank and replace all the fuel with fresh fuel. Replaced the spark plugs and replaced the fuel filters. Can anyone tell me what could be causing my problem? Thanks in advance!

With the engine NOT running BUT in forward gear, have someone slowly advance the throttle while you observe the timer base beneath the flywheel.

If it sticks, find out why (usually the clamp(s) that retain the nylon retaing ring) and correct the problem.

If no problem with the timer base, suspect slightlly fouled carburetor high speed jets.

P.S. Are they hard fixes. I don't have much experience working on boat motors.

Rather easy fixes BUT best to have someone walk you thru the procedure if you're lacking in mechanical experience.

Timer base does not stick. There are no adjustments for low and high speed on the carb. Is that unusual. I have a seloc manual and where the adjustments are supposed to be are only what look to be bb's.

I'm guessing a carb rebuild is in store for this motor? Any ideas on where to purchase a rebuild kit and all parts needed?
