Evinrude runs for about 10 seconds then stalls

The engine will run for about 10 or 15 seconds or so then will stall out. When it stalls it slowly drops rpms like it is running out of fuel. I can keep it running with the choke(primer) if I want. So far I have done a ton of stuff to the engine.
I have had the carbs cleaned out by a outboard shop who said used all new needles and floats, spark plugs were changed, the vapor pump (small box shaped fuel pump) was changed, the vro was changed, I ran it on a separate tank with a new primer bulb, so far nothing has changed at all. These carbs don't have any sort of idle fuel adjustment on them so I can't change the amount of fuel going to them. Any ideas on what I should do?

You don't have chokes on your engine so what exactly are you doing with your primer solenoid's red handle?

Cool thanks I'll check that out. As far as the choke I meant prime, I can prime it at the key switch or prime it at the little red handle and either one will keep it running if I turn it off and on.

That troubleshooting guide seems to be about spark which I do have on all cylinders. They were checked with a spark checker.

The primer solenoid is a valve that allows pressurized fuel from the fuel pump or primer bulb to bypass the carburetors and be injected directly into the intake manifold.

By using it the way you have, you have proved that your engine is not pulling fuel through the carburetors as it is designed to do.

This is generally caused by fouled carburetors, but check to see if your float bowls are actually filled with fuel.

Ok I pulled the plug out of the bottom of each carb and a good amount of fuel came out of all of them but I don't know how much is exactly full. I did see where the needle is for the idle mixture that I didn't think it had so I'll probably adjust that tomorrow to see if it makes any changes. I didn't think this had that or I would have tried it sooner.

The initial setting for the needles is 3 revolutions out from gently seated.
