I have just aqired a old 1970 terrybass boat with a evinrude SPL 28 hp engine and it has a wired marking on the side where the fuel line goes and I was wandering what it means
and if anyone could help me out on finding the year of it

E= Evinrude
28 = 28hp
ES= Electric start , Special
L = long shaft (20")
CC = 1988
As said in previous posts the sticker in the photo indicates that it was originally spec'd to run on a 100:1 fuel mix. That is 100. parts of gasoline to 1 pat of oil .
However the switch to 100:1 in 1985 until about 1988 proved to be a ( costly) mistake. I understand that many heavily used motors simply suffered from engine failure due to lack of lubrication while others seized during out of season storage due to lack of corrosion protection.
A service bulletin, issued ca 1988, advised that all premix motors should be run on a 50:1 mix, that dealers should remove the 100:1 decals and that owners manuals should be amended accordingly.
Therefore remove the decal, amend your manual and run it on a mix of 50 parts gasoline to 1 part oil ( that's near enough 1 pint of oil in 6 gallons of gas) using regular gasoline and a TCW3 2 stroke outboard engine oil.
