Evinrude tilt n trim keeps easing down by itself

1980 115hp evinrude tilt n trim keeps easing down by itself. I've tighten the release valve on the side of the tilt n trim and its still doing the something. There are no leaks anywhere. I haven't tried filling it up with oil yet though.

drift down is almost always pump valves. low fluid still holds firm after lifting. Low fluid just doesn't lift all the way.
