excessive oil on spark plugs!!!!

My 1989 Evenrude 9.9 2 stroke always has an excessive amount of oil on the plugs. Just changed the reed valves and still has a slight "popping" sound at idle. Installed a 15hp carb and Boyeson two stage reeds and still pops a little at idle.Only ran it with the muffs but will try it out in water in the morning. Would too much oil in the fuel cause the popping and plug fouling? Tried adjusting the slow speed knob but no change. What else???? Compression in both cylinders is 110psi,carb was rebuilt before installing and the reed plate was machined before using. What else can be done? HELP!!!!! :confused:

Yup. bought that engine ('90 model) and it was running a little rough -- t.stat had been removed (salt water use). After reinstalling, had a sweet running motor. Should def. check, as it sounds like it's running cold.

Popping or sneezing is a sign of too lean (air/fuel). Cold weather will also cause it, but I see you aren't up in the snow belt. Wet plugs are a sign of too rich. Kind of contradictory, right? You could have a seal leak or something letting extra air into one cylinder (lean). A bad fuel pump diaphragm will make one cylinder rich. But you have complicated the issue by changing carburetor etc. That makes it hard to diagnose, especially from a distance.
