exhaust manifolds question

i was wondering if the exhaust manifolds were supposed to look like this. . . and if they were which i see why they would be are they supposed to have a sealed gasket or a gasket that allows flow through the pipe. cause the guy that had it before me had the slits covered. could this be part of my problem allowing waster into the engine oil

They are supposed to be blocked off, otherwise you wouldn't have any engine cooling as all the water would just go out the exhaust.<br />The water in the oil could be from the oil cooler just below the oil filter.
