Expansion link adjustment knob question on Johnson 120

I just replaced the timer base on my '89 Johnson 120 and in doing the timing the service manual states to loosen expansion link lock ring and adjust the knob until internal spring tension is relaxed. That is the last mention of that part and after doing the rest of the timing I can turn the knob all the way down (in) and I don't feel any tension at all.
What does this link do? Is there any other adjustment I need to make?

If you have the same manual I do, OMC part #507758 go to page 1-37 and start there and follow it right to the word. Those mtrs were always a bear to set up. If that doesn't work the spring in the hsg may be broke or something else in the hsg.

Boobie, Thanks for your response, I have the same manual and I feel foolish. I hadn't gotten to the idle timing and there the manual tells me what to do. Sorry to have wasted your time because I didn't continue to read. John
