Can I post a Facebook page here that is dedicated to boaters in my state?
I am trying to put together a network of boaters in my state and possibly schedule a few rendezvous

What you propose is too close to what this rule forbids, tubingluvr. Why not use iboats' Facebook page?

To help clear up any confusion concerning our (iboats) policy on using the Forums to promote Facebook or other social networking sites, I thought I might state it here. It is viewed the same as any other kind of advertising, not allowed. We wanted to express our gratitude to the Moderators for keeping in line with the rules that we have set up and their continual service to us.
