fast track tilt&trim HELP

I have fast track tilt and trim unit that was a spare it is like new I pulled it out of the garage where it was sitting for a year or two and wanted to test it out well the tilt and trim goes up fine but only the tilt goes down the two trim shafts wont go down uless I push them down but when I hit the button to raise it both the tilt and trim go up fine. It seems for some reason it wont pull the trim shafts back down. Is this due to there being no weight from the motor pushing them down? or is there some other reason? The unit is like new with no leaks or damage!

No experience whatsoever, but my gut is telling me that if there was the weight of an engine pushing on it, it would go down. Even underway it seems the mechanics are to drive a trim down.

But like I said, with no experience, I'm curious to read replies on this one.

Looking at the mechanics of a T&T, it does seem the pump does pump both ways, but maybe it's only high-pressure in the up direction.
