faulty circuit breaker?

the previous owner of my boat ('89 Regal Sebring) wired a 12v accessory plug to the blower circuit at the dash, which I believe killed the circuit breaker for my blower. Even with the leads to the accessory plug, and the battery disconnected, I cannot reset the circuit breaker. It just floats freely...

I haven't seen any in the stores that resemble this... rectangular shape with of a up/down rocker motion, black face with a touch of white. Maybe 1/4 wide.

Can someone point me in the right direction here?

Typically DC breakers are of the push button type for reset. AC breakers are usually like a toggle switch. That being said, if you remove ALL the wires from it, and can't reset, then the internal mechanism of the breaker is shot.
