Well yes, but I do it slightly differently. I stack the packing nut, packings & whatever on the needle valve, then the bushing just a few turns. Now push the whole assembly into the hole and tighten the packing nut just enough to keep the bushing from spinning. Then run the needle in to gently seat and back out 1-1/2 turns, Finally,, tighten the packing nut snugly.
Doing it this way keeps that darn bushing from spinning as you attempt to start the needle in place.
