Pix will help us to give better answers. More than likely you will need to do both. Wash with a Good Degreaser and then sand and a final wash down with Acetone.

You really need to sand it some and give the new baint something to hold on to. Doesn't have to be bare glass, just rough it.

Has it been painted before?

Painting prep will depend on whether or not it's been painted in the past. Originally, it was probably finished in gelcoat, not paint.

If it has been painted in the past, pix will help w/ a recommended course of action, but it may need more prep to make sure its ready to be repainted.

Take a look at some videos on YouTube. There is a guy named Andy who runs a channel called "BoatworksToday" the videos you'd want to look at are the resoration of the Magicglass boat. It is a "worst case scenario" but tons of good info that might give you some answers there!

racso, there are so many ways to "Paint" a boat as there are folks that have done so. And there is nothing wrong with most procedures either. However, I will say this. The final finish of any paint job totally depends on the prep effort. That means if you want a very nice glossy finish that turns heads, then you have to make the prep flawless or close to it. Because if you can see or feel any imperfections in the primer coat, it will show up in the final finish. Don't think scratch, gauges, or imperfections will be covered up with the paint coat(s). That isn't how it works... So put the effort into the priming prep and the painting will be a breeze... JMHO
