Fiberglass repair

So, here's an interesting situation. Someone decided to repair the bottom of a hull using a sheet of loose fiberglass and just slapping it on as a patch. It is not smooth, or pretty by any means. And they just painted over it. (looks like with a roller). Question is, can that be sanded down smooth and gelcoat re-applied?
