Filling T@T fluid 98 200

I need directions on filling T@T on a 98 200 Johnson.
​I think I know where to add but not sure on the right way???

Motor has to be all the way up fill into the screw on the tank until it runs out. Then cycle 5 times and recheck

The tank has some kind of "vent/cover" and the screw holding it is messed up.
​What's under the screw/cover??
