filter leak on block

I have a 1989 3.0 4cyl in a 19' Mark Twain, when I changed the oil and oil filter from the last owner, the new filter started leaking oil from the bottom, the boat had set for quite awhile and had water in it as I had to replace the interior and floor, much bigger project than I realized when I bought it, but anyway, I have replaced the oil filter 3 times, and cleaned the block with emory cloth and even tried sealer behind the gasket prior to putting a new one on, the old one never leaked a drop and the oil was good, I just can't seem to get the new filter to seal, I have been using a ph30 filter which is what it calls for, anyone have any ideas what to do or what I can do ???? Thanks for any help you may have

I know this may sound obvious, but did the seal from the old filter come off when you removed it? How much oil is it leaking?
